First Step, Selecting Your Picture
First, Hold your Ctrl key and then left click on your layers palette your picture you want to add a border and/frame to. You should see marching ants around your picture. Make sure to go to your layers palette and left click once without holding your Ctrl key down to make sure it is selected. Your screen should look like mine in the screenshot below.
Step 2, Go to your layers menu at the top and select New then select Layer.
To make things easier on yourself as you get more advanced, make sure to begin naming your layers as you go to something that will help you know what is on that layer without clicking it as shown in the screenshot below.
Make sure that you left click on your new layer on your layers palette to make it highlighted. Your screen should look as mine does in the screenshot below.
Next step, go to your select menu at the top and choose Modify then Border.
Next you will be entering the amount you want your width to be. If you aren't fluent in pixels I suggest playing around with it. The smaller the number (i.e. 1) the smaller border you will have. I chose to do a 4 pixel border as shown below.
Your screen should look like mine with double marching ants around your picture.
Next, Go to your Edit menu at the top and select Fill
Here is where you get to make a decision. If you pull down the arrow where it says "Use:" you will see some choices. If you choose Foreground Color it would be black as you see on the left hand side that I have a black square to indicate that that is my foreground color and a white square to indicate that my background color is white. If you choose color you can pick whichever color youd like and if you choose pattern you will see some preset patterns. For this tutorial I am choosing Pattern.
Whew! We're Still Alive .. Ok Moving Right Along..
Now you will see where it says "Custom Pattern:" you click on the small arrow there and should see a list similar to mine. Choose anyone you'd like to try. I am choosing the third one down on the left hand side.
Leave everything the default way they are and click OK. Now your screen should look like mine, with marching ants with a design in the middle of them.
Now go to your Select menu up top and click Deselect.
Now your screen should look like mine with a textured border around our picture.
Now go to your Layers menu up top and select Merge Down. This makes sure that you can manipulate the picure with the frame as in rotating it. If you would like to change the color or the border then DO NOT do this step!
