First Step, Selecting Your Picture
First, Open your picture. Then select your magic wand or marquee tool (either will work). Select a portion of your photo that you want to manipulate. Your screen should look like mine in the screenshot below.
Step 2, Go to your tools palette and select the Edit in Quick Mask Mode (Q) as seen on my screen.
After click that box your screen should closely resemble my screen.
Next step, now this is the 'fun' part. Select the eraser tool and erase the background. Don't worry you aren't really erasing it you are just selecting it. (Doesn't make much sense yet but you'll see in the end) Do this until the part of your photo that you DO NOT want to edit/manipulate is pinked/red out. If you make a mistake and erase a part you wanted to leave alone, no need to restart just grab your paint brush and paint over the part you want to leave the same.
Next, Go back to your tools palette and choose Edit in Standard mode (Q). Your screen should resemble mine now. Except that your image won't be red it will have marching ants all over instead.
Now you can go to your Filter menu at the top and choose blur > Gaussian blur and put in about 5 or so (play with it) and see if you like it. If your image is bluring the wrong part then go to "Select > inverse" then repeat this step from the Filter menu.
Play with the filters or whatever you want. You can now manipulate any part of the background you wish
